Dreams of new homes have turned into nightmares for dozens of Charlotte County residents after they say two licensed home-builders took their money, but never finished their homes.

The company in question is Harden Dukes Custom Homes, or HD Custom Homes, in Port Charlotte.

“It’s pretty emotional for me because it’s all the money that we had, that we saved,” said Mary Higgins of Port Charlotte.

Gregg Higgins and Mary Higgins said that they paid HD Custom Homes $343,000 to build them a custom home. But they say that HD only completed 50 percent of their house.

HD Custom Homes is owned by Stephen Dukes and Matthew Harden.

A check on their records reveals that both men still have active licenses with the Department of Business and Professional Regulation or DBPR.
